Public Transportation for the Rural
Concho
Valley Region
The Thunderbird Rural Public Transportation System
is operated by the Concho Valley Rural Transit District (CVRTD) through the
Concho Valley Council Of Governments (CVCOG). The Thunderbird Transportation
System currently offers demand-response transit services in the rural Concho
Valley region and Non-Emergency Medical
Transportation services
for the entire Concho Valley region employing thirty-two (32) revenue service
vehicles including A.D.A. compliant vans and mini-buses equipped with wheelchair
lifts and other accessibility features at thirteen transportation centers in
twelve counties. CVCOG has
identified public transportation, particularly the transportation of its widely
scattered rural population as a high-priority goal. The operation of a rural public
transportation project is viewed as an effective means of achieving that
objective. CVCOG serves the
counties of Coke, Concho, Crockett, Irion, Kimble, McCulloch, Menard, Reagan,
Schleicher, Sutton, Sterling and Tom
Green (excluding San
Angelo) and the
cities of Bronte, Robert Lee,
Eden, Ozona, Mertzon, Junction,
Brady, Menard, Big
Lake, Eldorado, and
Sterling
City.
The
transportation system operates on an advanced reservation basis within each
county. In addition most counties operated fixed
schedule (but not fixed route) when providing out-of-county service. Passengers are asked to provide at least
24-hour prior notification for seat reservations when traveling either in town
or out of county. Passengers are
picked up at their homes, provided access to medical facilities, nutrition
centers, shopping centers, social service agencies, learning centers,
employment, and other sites for which a demand exists, and returned to their
homes. Out-of-county trips require
us to leave the point of origin early enough for passengers to meet their
appointments and other stops (social services, shopping, etc.) and return home
on the same day.
All revenue service vehicles are being
equipped with 2-way satellite communication system and Automatic Vehicle
Location (AVL) systems to provide continuous contact with dispatch locations.
The satellite/AVL capability provides an added safety features when vehicles are
on the road between small rural towns and cities. This is considered
essential due to the fact that approximately forty percent (40%) of passengers
are elderly and their physical condition is a high priority
concern.
Drivers are trained in defensive driving
skills, vehicle safety, handling and control and passenger skills including
first aid, cardiopulmonary resuscitation, and passenger assistance techniques
for wheelchair lift and mobility impaired applications. Twenty-seven (27) of
thirty-two (32) revenue service vehicles, which include vans and mini-buses, are
equipped with wheelchair
lifts.
