Hazard Mitigation

The CVCOG Regional Services department is also responsible for the Hazard Mitigation planning services. In 2002 FEMA declared that it would no longer aid communities with Hazard Mitigation projects unless those communities had a FEMA approved Hazard Mitigation Action Plan, to this end, the Regional Services Department acquired a grant to hire H2O Consultants out of Austin to aid in the completion of this plan.

The final hazard mitigation action plan, “Towards a Disaster Resistant Concho Valley” has been approved by both the State of Texas and FEMA. The plan may now be used to implement projects that will aid in making the Concho Valley region a safer place to live.

Municipal Solid Waste Grant Funding for Fiscal Year 2023

The Concho Valley Council of Governments, in cooperation with the Texas Commission on Environmental Quality, is now accepting applications for the FY 2023/2024 Solid Waste Pass Through Grants Program.  The Solid Waste Pass-Through Grant Program offers eligible entities the opportunity to apply for funds for municipal solid waste and recycling projects.

* Eligible entities include cities, counties, public schools, school districts and other special districts (i.e. water districts).

The categories are:

  • Local Enforcement
  • Litter & Illegal dumping Cleanup & Community Collection Events
  • Source Reduction & Recycling (can include purchase of equipment)
  • Citizens’ Collection Stations & “Small” Registered Transfer Stations
  • Household Hazardous Waste
  • Education & Training

Recycling, composting, waste reduction, landfill regulations, non-point-source regulations, and other technical assistance are provided. A Solid Waste Resource Center is maintained to provide reference materials on solid waste.

Grants and training are provided on various Solid Waste Reduction topics.
Activities are approved by the Regional Solid Waste Advisory Committee.

Housing Finance

Concho Valley Housing Finance Corporation

This corporation represents 13 counties in providing funding from the Texas Department of Housing and Community Affairs for low to moderate income, first-time home purchases. Also a program for down-payment assistance for the same target group is available.

This organization is directed by the CVHFC Board of Directors.
