The Concho Valley Council of Governments Procurement Department supports our mission by ensuring that the acquisition of goods and services is conducted in a fair, transparent, and fiscally responsible manner. The department is responsible for administering procurement activities in compliance with applicable federal, state, and local laws, regulations, and CVCOG policies.

Key responsibilities include planning and managing competitive solicitations; overseeing contract development, execution, and administration; ensuring ethical procurement practices and avoidance of conflicts of interest; and promoting full and open competition. The Procurement Department also provides guidance and technical assistance to member governments and internal staff on procurement requirements, contract compliance, and best practices.

Through consistent procedures and sound stewardship of public funds, the Procurement Department helps safeguard public trust, maximize value, and support effective program delivery across the region.

Solicitations & Bid Opportunities

Concho Valley Council of Governments (CVCOG) utilizes Beacon Bid to share solicitations with interested bidders, proposers, or offerors. To view active solicitation documents, please register as a plan holder on Beacon Bid by filling out the information on the form. Upon completion, you will receive an email with the link to download attachments. Please note that accurate information is required to receive updates.

Beacon is free for bidders and you do not need to register for an account with Beacon in order to receive updates from CVCOG.

Area Agency on Aging of the Concho Valley Opportunities

Direct Purchase of Service Vendor Pool Applications

Area Agency on Aging of the Concho Valley (AAACV) utilizes a Direct Purchase of Service (DPS) process to establish and maintain a qualified pool of vendors to provide services for older adults within the region. The DPS process is a non-exclusive, application-based procurement method that allows AAACV to identify, evaluate, and approve service providers in advance of service delivery, ensuring timely access to needed services while maintaining compliance with applicable federal, state, and local requirements.

Approved vendors in the DPS pool may be eligible to receive service authorizations or contracts as needs arise, subject to funding availability, program requirements, and satisfactory performance. Inclusion in the DPS vendor pool does not guarantee the award of work or a minimum level of services.

Interested contractors are encouraged to download the DPS Vendor Application Packet, which includes the application, required forms, certifications, and detailed instructions. Applicants must review all materials carefully and submit a complete application in accordance with the submission instructions and deadlines outlined in the packet. Incomplete or noncompliant applications may not be considered.

Applications are accepted on a rolling basis unless otherwise stated. Questions regarding the DPS process or application requirements should be directed to the Procurement Department using the contact information provided in the application packet.

Proposed FFYs 2024-2026 Disadvantaged Business Enterprise (DBE) Triennial Goal Methodology for Federal Transit Administration Projects:

Our proposed DBE triennial goal methodology for FFYs 2024-2026 supports an overall goal of 8.13%.

CVTD will host a virtual public forum for any interested persons to provide comments regarding the proposed DBE goal methodology on December 29th, 2023 at 10:00AM CST. Parties wishing to attend must request meeting link and information from Jaylon Seales, DBE Liaison Officer by phone at 325-944-9666 or by email at jaylon.seales@cvcog.org by 5:00PM December 28th, 2023.

The public comment period for the proposed FTA DBE goal methodology is December 24th, 2023 through January 23rd, 2024. Comments should be delivered to Jaylon Seales, DBE Liaison Officer by email at jaylon.seales@cvcog.org by the deadline.

Certification Eligibility

A Disadvantaged Business Enterprise is defined as a for-profit small business concern:

    • That is at least 51% owned by one or more individuals who are both socially and economically disadvantaged or,

in the case of a corporation, in which 51% of the stock is owned by one or more such individuals; and

  • Whose management and daily business operations are controlled by one or more of the socially and economically disadvantaged individuals who own it.

 

Other criteria include, but are not limited to:

  • Membership in a protected class;
  • The owners’ personal net worth; and
  • Firm meets SBA small business guidelines.
